Ketua Dana Moneter Internasional memberikan usulan rancangan terhadap pemerintah dari seluruh dunia terkait pendanaan untuk masalah adaptasi terhadap perubahan iklim. Dana tersebut diusulkan sebaiknya dikumpulkan menjadi satu.
Direktur Pelaksana Dana Moneter Internasional (IMF) Dominique Strauss-Kahn mengatakan, dana yang dibutuhkan tersebut jumlahnya sedemikian besar sehingga akan memengaruhi ekonomi global.
Dia berpendapat, usulan tersebut bisa jadi akan memuluskan jalan tercapainya kesepakatan yang mengikat di antara negara-negara anggota pada Kerangka Kerja Konvensi PBB untuk Perubahan Iklim (UNFCCC).
Kesepakatan itu amat diharapkan terjadi pada akhir tahun lalu pada Konferensi Perubahan Iklim PBB di Kopenhagen, Denmark, tetapi ternyata gagal.
Strauss-Kahn mengusulkan agar setiap negara mengadopsi sistem kuota, seperti saat mereka ingin mendapatkan dana untuk negara mereka sendiri. Menurut dia, cara ini akan jauh lebih cepat dibandingkan dengan menaikkan pajak karbon (carbon taxes) atau pengumpulan dana dengan metode lain.
Usulan tersebut baru akan disusun secara lebih detail dan disampaikan pada akhir pekan ini. Belum jelas bagaimana proposal itu akan disampaikan.
Cara yang dilakukan IMF selama ini, yaitu mengumpulkan dana dari 185 negara anggotanya, terutama dengan sistem kuota yang berbasis pada kekuatan ekonomi setiap negara secara proporsional. Amerika Serikat kini merupakan pemegang saham terbesar.
”Kita semua tahu bahwa pajak karbon dan cara lain mengumpulkan dana akan memakan waktu. Dan, kita tidak memilikinya. Jadi, kita membutuhkan solusi yang tampaknya sementara yang akan menjembatani masa kini dengan saat ketika pajak karbon tersebut cukup besar untuk bisa digunakan,” ujar Strauss-Kahn. ”Itulah sebenarnya isi proposal kami,” ujarnya.
Menurut dia, Copenhagen Accord yang dihasilkan dari konferensi di Denmark memang telah menyebutkan dana 100 miliar dollar AS yang akan dibutuhkan untuk program-program pada tahun 2020. Program tersebut, antara lain, membantu negara-negara miskin menghadapi kekeringan, banjir, dan masalah kekurangan pangan yang diperkirakan akan terjadi sebagai dampak perubahan iklim.
Aktivis anti-kemiskinan, Vitalice Meja—koordinator Reality of Aid Africa—mengatakan, IMF tidak semestinya terlibat dalam urusan perubahan iklim karena di Afrika, IMF justru telah turut mendorong kebijakan yang meningkatkan aktivitas eksploitasi bahan bakar fosil yang berkontribusi pada emisi gas rumah kaca penyebab pemanasan global-pemicu perubahan iklim.
”IMF bertanggung jawab pada pola konsumsi yang menyebabkan krisis iklim yang kita hadapi. Lagi pula mereka tidak memiliki keahlian ataupun kewenangan moral untuk berdiskusi tentang isu perubahan iklim,” ujarnya.
Semua peserta konferensi yang gagal mencapai kesepakatan yang mengikat di Kopenhagen sepakat untuk merancang pengendalian emisi gas rumah kaca secara sukarela. Perubahan iklim, oleh para ahli klimatologi, diyakini bakal meningkatkan intensitas dan frekuensi bencana terkait iklim.
Lebih dari 190 negara akhir tahun ini akan berkumpul lagi dalam konferensi serupa di Cancun, Meksiko. Di sana Diharapkan dapat tercapai kesepakatan yang mengikat sebagai pengganti periode pertama Protokol Kyoto yang berakhir 2012. (AP/ISW)

Berani?!" or "350. Dare?!" in 2 locations. "Teater Utan Kayu" and "Darmawangsa Square" This event is a cooperation between The Climate Project Indonesia, '89,2 FM Green Radio' and 'Life Begins @ 40'.
Why 350? 350 refers to 350 ppm, the save level of atmospheric CO2 concentration. In September 2009, the atmospheric CO2 concentration has reached 384.78 ppm.
