Dinilai Hambat Pemenuhan Target Emisi
Pembukaan jutaan hektar perkebunan kelapa sawit berisiko mengancam keanekaragaman hayati dan memunculkan pelanggaran hak asasi manusia. Pembukaan kebun kelapa sawit pun menyulitkan Indonesia memenuhi target reduksi emisi 26 persen pada 2020.
Ketua Institut Hijau Indonesia Chalid Muhammad menyatakan, pemerintah telah menyetujui pembukaan 26,7 juta hektar untuk perkebunan kelapa sawit. Hal itu disampaikannya dalam keterangan pers di Jakarta, Senin (8/3), terkait sengketa lahan pasca-pembukaan lebih dari 6.140 hektar perkebunan sawit oleh sebuah perusahaan di Kabupaten Tapanuli Tengah, Sumatera Utara.
”Izin yang diterbitkan pemerintah itu mencakup pembukaan kawasan hutan dan lahan gambut. Dari izin itu telah dibuka 9 juta hektar kebun kelapa sawit yang tersebar di Sumatera Utara, Sumatera Selatan, Riau, dan lokasi lainnya,” kata Chalid.
Ia mengingatkan, setiap hektar kelapa sawit harus dirawat dengan satu hingga tiga liter herbisida per tahun.
”Jika ada 26 juta hektar sawit, artinya setiap tahun ada 50 juta liter herbisida disiramkan di Indonesia. Itu mengancam keanekaragaman hayati. Pembukaan kebun sawit juga memperparah dampak perubahan iklim” kata Chalid.
Dia menyatakan, pembukaan perkebunan sawit secara besar-besaran juga berpotensi memunculkan pelanggaran hak asasi manusia (HAM). Menurut dia, sengketa lahan pasca-pembukaan 6.140 hektar lebih perkebunan sawit di Kabupaten Tapanuli Tengah hanya salah satu pembukaan kebun sawit yang sarat pelanggaran HAM.
”Sawit Watch mencatat, pembukaan perkebunan kelapa sawit di Indonesia memunculkan lebih dari 630 kasus sengketa tanah,” kata Chalid.
Sengketa
Pembukaan perkebunan sawit tersebut memunculkan sengketa tanah antara perusahaan tersebut dan 806 warga di lima kecamatan di Tapanuli Tengah. Pastor Martinus Rantinus Manalu Pr dari Keuskupan Sibolga selaku pendamping para warga menjelaskan, sengketa terjadi karena izin pembukaan lahan untuk perkebunan sawit tumpang tindih dengan lahan seluas 1.319,82 hektar milik warga.
”Dan, sebagian lahan warga itu sudah bersertifikat hak milik. Izin pembukaan 6.140 hektar lahan di Kecamatan Manduamas dan Sirandorung diterbitkan Bupati Tapanuli Tengah pada 9 Desember 2004. Namun, kebun kelapa sawit PT Nauli Sawit dibuka di lima kecamatan, yaitu Manduamas, Sirandorung, Andam Dewi, Sorsorgadong, dan Sorkam Barat. Pembukaan kebun sawit itu merampas tanah transmigran, pengungsi dari Nanggroe Aceh Darussalam, menyerobot tanah Departemen Tenaga Kerja dan Transmigrasi seluas 666 hektar,” kata Manalu.
Tokoh agama setempat, Ustaz Muhammad Sodikin Lubis menuturkan, upaya para warga menuntut pengembalian tanah mereka justru berujung dengan intimidasi dari sejumlah pihak.
”Ada PNS yang dimutasi karena menuntut pengembalian tanah. Ada 10 warga divonis bersalah melakukan perbuatan tidak menyenangkan karena menuntut pengembalian tanah mereka. Ada warga ditikam, dibakar rumahnya. Kasus itu sudah diadukan kepada DPR, tetapi tidak kunjung ada penyelesaian. Seolah-olah banyak pihak kebal hukum dalam kasus itu,” kata Lubis dalam keterangan pers tersebut.
Staf Kampanye dan Advokasi Wahana Lingkungan Hidup Indonesia (Walhi) Sumatera Utara, Sahat Tarida menyatakan, sengketa sebagaimana terjadi di Tapanuli Tengah akan semakin sering terjadi di Sumatera Utara. ”Rencana penataan kawasan itu hingga 2013 menunjukkan, ada lebih banyak kebun kelapa sawit yang akan dibuka,” kata Tarida.
Chalid menyatakan, pembiaran sengketa tanah sebagaimana terjadi di Tapanuli Tengah menunjukkan pembukaan kebun sawit di Indonesia berlangsung tanpa kendali. ”Itu semakin menunjukkan pemerintah tidak memiliki rencana yang jelas bagaimana memenuhi target penurunan emisi 26 persen pada 2020,” kata Chalid. Why 350? 350 refers to 350 ppm, the save level of atmospheric CO2 concentration. In September 2009, the atmospheric CO2 concentration has reached 384.78 ppm.
